At-Large Dogs - Updated June 1, 2009
In the past couple of weeks there have been a number of comments submitted via the HOA website regarding homeowners allowing their dogs to run unconfined within their property and neighboring properties throughout the Association. Complaints have ranged from dogs leaving feces in other homeowner's lawns, approaching other homeowners walking their leashed dogs, and approaching children on bicycles or walking.
In accordance with North Ridgeville codified ordinance OCR 955.22(C) homeowners are required to keep dogs either physically confined or restrained to prevent escape from their property. Failure to so confine or restrain shall be evidence of the dog being 'at-large.' To be perfectly clear, dogs should be under the control of their owner at all times, should not be allowed to cross a property line, should be tethered (or under confinement of an invisible fence) at all times, and should be properly cleaned up after when walking the dog.
At this time, we would kindly request that if your dog is outdoors that you keep it tethered in your yard and that it be confined entirely to the limits of your lot. Please note that while there are stipulations surrounding pet ownership within the Waterbury Covenants, this is essentially a City ordinance of North Ridgeville. Homeowners who have a specific issue(s) or observe a violation of OCR 955.22(C) are encouraged to contact the North Ridgeville police department at 440-327-2191 (non-emergency number.)
